The asking price on a portal is a number someone chose. The transacted prices in that same block or project, adjusted for floor, are a fact. When those two disagree by nine percent, nobody in the transaction has any reason to mention it to you.

CPF can only be used in full where the remaining lease covers the youngest buyer to age 95, and below twenty years of lease it cannot be used at all. That is not a distant technicality — it decides who is able to buy the home from you, and therefore what you can sell it for.
